The following is a list of questions posed by companies regarding the RFP bid

I understand from initial review of the RFP that you are the contact for the below questions:

1.      We notice that you mention Microsoft SQL Database on page 12 (indicated below) -~ Would an equivalent prominent industry relational database that is SQL92 compliant etc. be acceptable?~ We utilize a Progress database.

2.      Is there a Performance or Bid Bond required?

A. (1)  SQL "type" databases to be allowed but limited to industry standard databases only. allowed: 1) Microsoft SQL 200x 2) Oracle 3) Progress Furthermore, the database software MUST lend itself to a failover overfiguration like NeverFail or DoubleTake.

Further to my earlier questions, could you please confirm that the numbers indicated on page 19:~ 10 CAD / 50 RMS / 4 JMS / 30 MOBILE, are the actual numbers of required licenses for purpose of this RFP price quotation?

Those are the numbers as of this date, but we are looking to expand but we will take the quote on these numbers~




October 9th, 1615 hrs

1). Is there a deadline for submitting questions?   Please submit all questions one week prior to deadline

2). Will there be a mandatory or non-mandatory vendor meeting?  We would prefer and are planning on site visits to similar departments

3). Within the RFP it requests a proposal for Fire and EMS solution, is this the case or is the Fire Department satisfied with FireHouse and merely requires an Interface from the vendor CAD to FireHouse RMS?  We are looking only for a Firehouse Software interface from the CAD system.

4). How are the responding vendors to be evaluated or graded?, ie; do various sections of the RFP response have weighted values in the evaluation and scoring process?   That woud depend on your ability to customize and be flexible with certain requirements.  We want to minimize the complexity of the process - so grading and weighing of products will be not be quantitative but qualitative.

5). How many staff members will need to be trained in CAD end user training?   Ideally, we would like all sworn personnel, including civilian dispatchers - approximately 115 people.

6). How many staff members will need to be trained in RMS end user training? same, with additional civilian personnel - approx 20 additional

7). How many staff members will need to be trained in Mobile Field Reporting end user training? same,  change

8). Does Milford anticipate a “short List” of vendors to be announced and final demonstrations or will a selection be made solely from the RFP responses?  After the RFPs are in we will create a short list and conduct site visits.

I respectfully submit the following additional questions:
In response to pages 4- 5, Section 2 General Requirements (regarding scheduling)-
1. How many total employees are there (Sworn vs. Non-sworn)?  112 sworn/@20 civilian (Police)
2. What is the break-down of the employee types? EMS/Jail/Patrol/etc. -  Jail and Patrol - same thing in municipal departments
3. Are the employees on a set schedule or to they bid for schedules periodically?  Some are set - Captains and above, others bid by seniority every two months -

In addition, at this point the RFP was written in such a way as to have a system that can add on other departments at a later date  Currently, the system will be a single law enforcement user - but the potential to join the FD and EMS is great.

With regard to the requirement for 100% performance bond, would an official Letter of Credit suffice against this requirement?

I have a few more questions on the RFP:
1. Page 9 indicates to include 5 years of maintenance costs. Do you want the entire 5 year cost included in the grand total price, or do you want 1 initial year included with the costs for the following 4 years indicated but not added to the grand total?
Do the agency have a budget cost for this project?
There is a large section on Fire related questions, but no clarity whether the Fire application is required to be included in the quotation. We see reference to that your fire departments already run the Firehouse application and we would be required to provide an interface, which we currently have, but in that case, it seems strange that there are so many fire related questions if all we are to provide is an interface. Please advise.
Because it is an RFP and not a bid, either way is fine as long as the annual cost can be broken down by year.
Question #2. Direct the vendors to the city budget, including capital improvement bonding issues, which are part of the public record.
It's not just the FireHouse Software interface we need. Their system must also support dispatching of fire apparatus and equipment. On the fire side we don't need the records management (that is what Firehouse software is for) but we do need CAD and its ancillary options to support the fire dept.

I apologize in advance for having to come back to you on this Fire matter, but I need to ensure we are answering the RFP correctly, and including the correct costs. Below is my prior question and your answer (shown in red), but upon another review we note that on page 154 of the RFP, shows the title of “Fire Records Management” (which is Firehouse). While there is some cross over between the items listed here and CAD/Police RMS (eg training, personnel etc.), this section specifically talks about NFIRS incident reporting, e.g. 28 on page 157. This section also begins by stating that the fire records system must be provided by the same vendor. We understand that you have Firehouse already in place and MobileTec is a Firehouse reseller/partner, but this section talks specifically about Firehouse functionality and we would presume that as we would not be including the cost of selling Firehouse, we would not be required to answer these Firehouse related questions?
As previously mentioned, we do have a Firehouse interface and our CAD fully supports the activities of the fire department.
In a normal circumstance I would have the local Firehouse representative answer any Fire Records related questions and obtain a price quote from them, but in this situation, Milford already has Firehouse, this is why we are confused by this portion of the RFP.
1) CAD needs to support Fire dispatching 2) Interface to Firehouse Software needs to be provided 3) NFIRs is already a function of Firehouse Software.

A request by Sungard was received re: a sample of our current data in order to "test the waters" for data conversion

We would prefer to have the data in the following formats (in order of preference):
i) Microsoft SQL Database
(1) This can usually be accomplished if the Agency has Microsoft SQL Server installed and the legacy database has an ODBC connection.
(2) SunGard OSSI’s Preferred Source Data Format
(a) Creates the database structure
(b) Ensures that the legacy data will import successfully into MS SQL
ii) Microsoft Visual FoxPro database (.DBF)
iii) Microsoft Access database (.MDB)
iv) ASCII Standard Data Format (SDF)
v) ASCII Tab Delimited Format
vi) ASCII Comma Delimited Format

Vendors will be expected to host an on-site visit for 1 or more members of the Computer Upgrade Team.  The Team feels that it is essential to observe a real-time and operational  CAD/RMS/AVL/Mobile demonstration.
